Due to a spammer on the weekend sending thousands of emails to Hotmail.com recipients, Hotmail is currently rejecting mail from one of our Barracuda appliances. ITS has temporarily adjusted the Listserv outgoing mail server to mitigate the issue by routing mail through additional servers, but some traffic to Hotmail may continue to be rejected until the block is removed.

ITS has opened a support ticket with Live.com to try and remove the block.
