ITServices has identified and resolved the High Internet utilization issue.
An upstream provider had made configuration changes that influenced traffic destined to Queen's to route over our secondary, slower, Internet link.

As a result of the secondary Internet link failure on 9/16/2011 users may experience degraded Internet access.
IT Services is working with our Internet Service Provider to resolve the failure.

Analysis and steps to mitigate traffic levels are currently underway.
