Microsoft has resolved this issue and Email is now working normally.

Microsoft is reporting an issue with their infrastructure that could cause some users to experience temporary connectivity issues via Outlook or through the web(Office365.queeenus.ca)

Microsoft is working to solve the issue. If you are not able to send or receive email through your mail client you can try logging into office365.queensu.ca as a work around.
